Use Astro-Turf
If it’s yellow, let it mellow. If it’s brown, flush it down!
I’ve heard about systems that keep “dirty” water (e.g. water from washing hands, I guess possibly doing dishes, etc.) and let you use just that for watering gardens/yard/etc.
Eh.. we just didn’t water the yard AT ALL. I really wonder what is expected to be the thing that is the biggest water user? Watering the yard/gardens?
Lastly, I wonder how they will monitor the regulations?
Think I’ll build a Japanese garden with raked sand and gravel.
Rainbarrels and permeable pavers, people.
Scott, any suggestions re: where to get rain barrels?
I am partial to this one, though it is a bit pricey:

Many localities offer subsidized rain barrel programs:
Rain Barrel Workshop
Conserve precious groundwater and electricity by capturing rain water. The Build Your Own Rain Barrel workshop costs $35 for one barrel or $60 for two barrels, including all necessary hardware. Participants will also receive a box lunch. Reserve your barrel(s) by calling Stephanie DeNicola at (540) 825-8591. Sponsored by the Culpeper Soil and Water Conservation District and Virginia Cooperative Extension.
